As a technical partner to the European Training Foundation, OEP implemented two projects between 2020 and 2023 focusing on building vocational excellence within the thematic area of “CoVEs Autonomy and forging Public Private Partnerships (PPPs) for VET Skills Development”. The projects were implemented as part of the ETF Network for Excellence initiative.
Baseline study on autonomy and forging public-private partnerships
OEP conducted the baseline study “Autonomy in forging public-private partnerships in vocational education and skills development” in collaboration with the ETF to explore how centres of vocational excellence (CoVEs) implement their autonomous role in public-private partnerships (PPPs).
The study focused on six ETF partner countries (Azerbaijan, Georgia, Israel, Morocco, Tunisia and Turkey) and two EU Member States (Finland and the Netherlands), providing insights into developmental processes and practices in PPPs and showing emerging trends that can inform vocational education policy development.

Study on working processes and key practices of CoVEs
As a follow-up to the baseline study, OEP and the ETF conducted a study on the working processes and key practices of CoVEs for advancing autonomy and public-private partnerships. The study included interviews with experts and policymakers to critically examine how PPPs are being established in four selected ETF partner countries: Azerbaijan, Georgia and Türkiye. The country sample and analysis also includes Spain as an EU Member State.
The collaboration also included learning sessions and study visits.
